Minnesota Legislature misses budget deadline on deals for taxes, budget and $9 billion surplus

Even with a big enough surplus to pay for billions in tax cuts and spending, Minnesota legislators couldn't reach deals on several key issues before the session ended Sunday night. And with election politics looming, it's unclear whether a special session will happen.
