Time Warner Cable to pay $18.8M settlement over Internet speeds

Time Warner Cable has agreed to pay a $16.9 million settlement to more than 170,000 customers in California who paid for high-speed Internet they didn’t receive, plus $1.9 million to three county agencies prosecuting the case.
